How to attract foreign personnel without mistakes: Natalia Vershinina teaches at TSU and "OPORA RUSSIA"

Tomsk State University, in partnership with OPORA RUSSIA, is launching a professional retraining program, "Specialist in Attracting Foreign Labor." The faculty includes Natalia Vershinina, head of the BRICS Mobility international project. She will also be joined by Sergey Nuzhdin, member of the OPORA RUSSIA board of directors, experts from the Federal State Unitary Enterprise "Permanent and Veterinary Service" of the Ministry of Internal Affairs of Russia, the State Budgetary Institution "Migration Center," practicing attorneys, and heads of HR and migration agencies. The program comes at a time when working with foreign personnel is becoming a distinct professional competency for Russian businesses. Starting in 2027, employers will have to operate under a new model of organized recruitment, register-based accounting, and further digitalization of migration procedures. It's best to prepare for these changes before the new rules come into effect.

From legislation to practical work with an international team

The program is designed for HR directors, HR BPs, and HR specialists, company executives, lawyers, and immigration specialists—anyone who is already attracting foreign employees or considering international recruitment as a way to address talent shortages. Over 10 weeks, participants will explore the entire cycle of working with international labor: from legislative changes and choosing a recruitment model to document preparation, compliance, and employee onboarding. Special attention is given to the practice of attracting personnel from visa- and visa-free countries, working with HQS, the patent system, and the Eurasian Economic Union (EAEU), the country specifics of India, Vietnam, and other BRICS countries, as well as intercultural communication within international teams.

International Recruitment Practices from BRICS Mobility

As part of the program, Natalia Vershinina will share her practical experience with international recruitment and international personnel. BRICS Mobility has been attracting, training, and supporting international employees for Russian companies for over ten years. The team works directly in the recruiting countries, building a system from candidate search and selection to pre-departure preparation and onboarding. Therefore, one of the key objectives of the training is to demonstrate how legal requirements apply to real-world HR processes, the most common mistakes employers make, and the solutions to avoid them, so that they can be used to not just bring in employees, but to create a sustainable and manageable international recruitment system.
