2027 Organizational Recruitment: BRICS Mobility Experts at a Conference in Kazan

On July 17, Natalia Vershinina moderated a roundtable discussion at the "Personnel Without Borders" strategic conference in Kazan. The event, jointly organized by Rostelecom, the RosMigrations.rf platform, and the CIS Financial and Banking Council, provided a platform for discussing the 2027 migration reform and business practices with foreign personnel.

Natalia Vershinina, Head of the BRICS Mobility Project, moderated the roundtable discussion "Business Readiness to Work with Visa Countries: Practices, Issues, and Restrictions." Experts discussed the practical aspects of the transition to organized recruitment, as well as the risks and opportunities for employers.

A key trigger for the discussion was the data from a preliminary survey conducted by the organizers. As Natalia Vershinina notes, "almost 80% of Tatarstan entrepreneurs surveyed are unfamiliar with the organized recruitment model, which will become the only legal format for attracting foreign workers starting early next year."

Discussion participants noted that the problem of personnel shortages has shifted to a new dimension: while businesses previously faced a lack of personnel, now the quality of recruited personnel—their qualifications, training, and readiness to work in Russian conditions—is a pressing issue. The transition to organized recruitment requires recruitment for specific job positions and mandatory pre-entry training for candidates to address these systemic issues.

Entrepreneurs generally supported the idea of ​​creating a single operator that could reduce bureaucratic procedures. However, roundtable participants were concerned about the scale of the increased cost of attracting foreign workers under the new conditions.

The "Human Resources Without Borders" conference confirmed that businesses need not only an explanation of new legislative norms but also practical tools for navigating the reform.
